We are sceptical of concerns over the opacity of algorithmic decision tools. While transparency and explainability are certainly important desiderata in algorithmic governance, we worry that automated decision-making is being held to an unrealistically high standard, possibly owing to an unrealistically high estimate of the degree of transparency attainable from human decision-makers. In this paper, we review evidence demonstrating that much human decision-making is fraught with transparency problems, show in what respects AI fares little worse or better and argue that (...) at least some regulatory proposals for explainable AI could end up setting the bar higher than is necessary or indeed helpful. The demands of practical reason require the justification of action to be pitched at the level of practical reason. Decision tools that support or supplant practical reasoning should not be expected to aim higher than this. We cast this desideratum in terms of Daniel Dennett’s theory of the “intentional stance” and argue that since the justification of action for human purposes takes the form of intentional stance explanation, the justification of algorithmic decisions should take the same form. In practice, this means that the sorts of explanations for algorithmic decisions that are analogous to intentional stance explanations should be preferred over ones that aim at the architectural innards of a decision tool. The danger of human operators devolving responsibility to machines and failing to detect cases where they fail has been recognised for many years by industrial psychologists and engineers studying the human operators of complex machines. We call it “the control problem”, understood as the tendency of the human within a human–machine control loop to become complacent, over-reliant or unduly diffident when faced with the outputs of a reliable autonomous system. While the control problem has been investigated for some time, up (...) to this point its manifestation in machine learning contexts has not received serious attention. This paper aims to fill that gap. We argue that, except in certain special circumstances, algorithmic decision tools should not be used in high-stakes or safety-critical decisions unless the systems concerned are significantly “better than human” in the relevant domain or subdomain of decision-making. More concretely, we recommend three strategies to address the control problem, the most promising of which involves a complementary coupling between highly proficient algorithmic tools and human agents working alongside one another. We also identify six key principles which all such human–machine systems should reflect in their design. These can serve as a framework both for assessing the viability of any such human–machine system as well as guiding the design and implementation of such systems generally. (shrink)

While there is now considerable anxiety about whether the psychological theory presupposed by virtue ethics is empirically sustainable, analogous issues have received little attention in the virtue epistemology literature. This paper argues that virtue epistemology encounters challenges reminiscent of those recently encountered by virtue ethics: just as seemingly trivial variation in context provokes unsettling variation in patterns of moral behavior, trivial variation in context elicits unsettling variation in patterns of cognitive functioning. Insofar as reliability is a condition on epistemic virtue, (...) we have reason to doubt that human beings possess the cognitive materials required for epistemic virtue, and thereby reason to think that virtue epistemology is threatened by skepticism. We conclude that while virtue epistemology has resources for addressing this challenge, exploiting these resources forces tradeoffs between empirical and normative adequacy. (shrink)

In this article, we review the intrinsic democratic flaws in electoral representation, lay out a set of principles that should guide the construction of a sortition chamber, and argue for the virtue of a bicameral system that combines sortition and elections. We show how sortition could prove inclusive, give citizens greater control of the political agenda, and make their participation more deliberative and influential. We consider various design challenges, such as the sampling method, legislative training, and deliberative procedures. We explain (...) why pairing sortition with an elected chamber could enhance its virtues while dampening its potential vices. Doris Olin's Paradox is a very helpful book for those who want to be introduced to the philosophical treatment of paradoxes, or for those who already have knowledge of the general area and would like to have a helpful resource book.

One tradition of solving the surprise exam paradox, started by Robert Binkley and continued by Doris Olin, Roy Sorensen and Jelle Gerbrandy, construes surpriseepistemically and relies upon the oddity of propositions akin to G. E. Moore’s paradoxical ‘p and I don’t believe that p.’ Here I argue for an analysis that evolves from Olin’s. My analysis is different from hers or indeed any of those in the tradition because it explicitly recognizes that there are two distinct reductios at (...) work in the student’s paradoxical argument against the teacher. The weak reductio is easy to fault. Its invalidity determines the structure of the strong reductio, so-calledbecause it is more difficult to refute, but ultimately unsound because of reasons associated with Moore-paradoxicality. Previous commentators have not always appreciated this difference, with the result that the strong reductio is not addressed, or the response to the weak reductio is superfl uous. I argue that there are living and everyday case in which rationality requires you, as a non-idealized human thinker, to have inconsistent beliefs while recognizing the inconsistency. I defend my argument against classical and insightful objections by Doris Olin, as well as others. I consider three versions of the preface paradox as candidate cases, including Makinson’s original version. None is free from objection. However, there is a fourth version, Modesty, that supposes that you believe that at least one of (...) your beliefs is false. I argue that this version escapes all the objections that could trouble the other versions, including the objection that given certain closure principles for justified belief, justified inconsistent beliefs saddle you with a pair of justified beliefs that are in explicit contradiction. I also argue more tentatively for the same verdict for Modesty*, a version that supposes that you believe that at least one of your beliefs is false. In that case, your belief guarantees that its content is true, in which case your beliefs are inconsistent, because at least one of them must be false. Once you think you’re wrong, you must be right! Crucial to my argument is a distinction between explicitly contradictory beliefs and three forms of inconsistency in belief. In the first of these, you believe contingent propositions each of which is logically independent of the others, yet you also believe the syntactic negation of their conjunction. In the second, your beliefs are inconsistent because of the rigid designation of demonstratives such as ‘this’ embedded in their contents. In the third, as in Modesty and Modesty* your beliefs are inconsistent because of self-reference. (shrink)

Naturalized metaphysicians defend the thesis that science licenses meta- physics, such that only metaphysical results that are based on the best science are to be considered legitimate. This view is problematic, due to the fact that the reasons they identify for such license are apparently self-defeating. Chakravartty defends a revised approach to understanding the licensing relation. I argue that the proposed response is a step forward on behalf of naturalizing metaphysics, but still does not take seriously the contention that science (...) involves, inextricably, a contribution from the a priori.
